The Regional Transit Connection (RTC) discount card entitles qualified persons with disabilities aged 64 and under to a reduced fare on fixed-route transit, rail and ferry systems throughout Solano County and the San Francisco Bay Area.  Your RTC discount card is also a Clipper card. You can load value and passes on your RTC card This one card makes it simple and easy to travel on all types of transit – bus, BART, and ferry.

(NOTE: Excludes Rio Vista Delta Breeze, Dixon Readi-Ride and/or paratransit)

How to Apply

  • Complete an application form for either “Basic” or “Medical” eligibility.
  • Incomplete applications will not be accepted.
  • Present valid government issued photo identification – such as a current California driver’s license, California Identification Card, U.S. passport, Alien Registration Card, U.S. Military Identification Card or Military Dependent Card.
  • Pay the appropriate fee:
    • $3.00 new, renewal, or visitor
    • $5.00 replacement
    • Fees are non-refundable.
  • For “Basic” eligibility, you must also bring the applicable documentation listed on the form.
  • Your photo will be taken at the transit agency where you submit your application.

When you receive your RTC Discount ID card, you will be immediately eligible for reduced fares on all participating transit systems. No additional proof of eligibility is required, but you must show the Discount ID Card at the time you pay the fare.

 

Frequently Asked Questions

Where are applications accepted and processed?

Applications for the RTC Discount ID Card are accepted at San Francisco Bay Area transit agency locations and forwarded to a central office. The Central Processor then reviews and verifies applicant information and prepares a card that is printed and mailed by the Clipper program.

What if I am 65 or older?

If you are 65 years of age or older, you qualify for a Senior discount, which is the same discount offered by the RTC Discount Card. If you are a Senior and have a qualifying disability, you will not be issued a new or renewal RTC card. The application process for a Senior Clipper card is easier and quicker than for the RTC card, and the Senior card does not need to be renewed.

The RTC Program no longer issues cards to seniors. The Senior Clipper card offers the same features and discounts. You can obtain a Senior Clipper card at your local transit agency. The card is free and does not expire.

Do I need to show identification in addition to my RTC card when I use it?

No. When you receive your RTC Discount ID card, you will be immediately eligible for reduced fares on all participating transit systems. No additional proof of eligibility is required, but you must show the Discount ID Card at the time you pay the fare.

Can I get the card same day?

No. The card can take up to 21 days to be processed and sent out.
